The African Peer Review Mechanism (APRM) Targeted Review Mission in Seychelles

The African Peer Review Mechanism (APRM) Targeted Review Mission in Seychelles, held from 3rd to 15th May 2026, was a constructive and positive exercise that strengthened partnerships and showcased Seychelles’ commitment to advancing education. The mission opened with a courtesy call on Ambassador David Pierre, Minister for Education and Human Resource Development, and his executive team on 4th May. This meeting set the tone for collaboration and ensured the review was anchored in ministerial leadership.
The delegation engaged in wide-ranging consultations with government ministries, education agencies, teachers’ councils, private sector representatives, NGOs, civil society organizations, and international partners such as WHO, UNESCO, and UNDP. A highlight of the mission was the school visits, where the delegation interacted directly with learners and teachers in both state and private schools on Praslin and Mahé, as well as tertiary and vocational institutions. These visits provided valuable insights into classroom realities and reinforced the inclusivity of the review.
The Minister outlined five priorities: improving teaching and learning, strengthening the teaching profession, promoting learner wellbeing, advancing governance and accountability, and aligning education with national development needs. Against this backdrop, Seychelles looked to the APRM for objective assessments, practical recommendations, and benchmarking against African best practices.
The mission concluded with drafting sessions, technical debriefings, and submission of preliminary findings. It also fostered open dialogue, strengthened partnerships, and provided evidence-based insights to guide reforms. More than an evaluation, the mission was a celebration of Seychelles’ progress and a roadmap for building a modern, inclusive, and high-performing education system.
