The Department of General Education and Curriculum

The Department of General Education and Curriculum is lead by Principal Secretary, Dr. Justin Zelime. The Structure of the Department is as follows:

The Department of General Education and Curriculum is responsible for providing strategic leadership, policy implementation, coordination, and quality assurance across the general education system. Its core mandate is to ensure the provision of high-quality, inclusive, and equitable education through the development, implementation, monitoring, and continuous improvement of a coherent, relevant, competency-based, and standards-driven national curriculum, supported by effective teaching, learning, assessment, and quality assurance practices.

The Department leads the continuous improvement of teaching and learning by strengthening curriculum delivery, promoting learner-centred pedagogies, supporting schools and educators, and ensuring that educational programmes meet national standards and respond to the diverse learning needs of all learners. It is also responsible for promoting educational excellence through effective curriculum management, assessment and evaluation, teacher support, and the integration of research-informed practices that enhance learner achievement.

In addition, the Department champions educational innovation by embedding digital technologies, emerging pedagogical approaches, values-based education, and future-oriented competencies within the curriculum. It works collaboratively with key stakeholders to ensure that the education system remains responsive to technological advancement, labour market expectations, national development priorities, and global educational trends.

Through these functions, the Department ensures that the general education system delivers meaningful, relevant, and high-quality learning experiences that equip learners with the knowledge, competencies, values, and dispositions required for lifelong learning, responsible citizenship, personal wellbeing, and active participation in a dynamic and sustainable society.

Divisions, Sections and Units under the Department of General Education and Curriculum

The Department of General Education and Curriculum is headed by the Principal Secretary and comprises the Private Office of the Principal Secretary together with four core Divisions responsible for the planning, implementation, coordination, and quality assurance of general education across the national education system.

Together, these Divisions provide strategic leadership, professional support, and operational coordination to ensure the effective implementation of curriculum, teaching, learning, assessment, educational innovation, and inclusive education policies. They work collaboratively to strengthen educational quality, promote learner achievement and wellbeing, and support the continuous improvement of schools in alignment with the Ministry’s strategic priorities and national development goals.
