Technical Education Division

The Technical Education Division comprises two Sections and one Unit:

a) Careers Education and Innovation Section
b) Technical & Vocational Skills Development Section
i. Entrepreneurship & Financial Education Unit

Mandate

The Technical and Vocational Skills Development Division is responsible for providing strategic leadership, coordination, and oversight in the development of a modern, responsive, and demand-driven Technical and Vocational Education and Training (TVET) system aligned with national economic and social priorities.

Its mandate includes the design, implementation, and continuous improvement of skills development programmes that are relevant to labour market needs and support national workforce development objectives. The Division fosters strong and sustainable partnerships with industry, training providers, and other stakeholders to ensure the alignment of training provision with current and emerging sector demands.

The Division also promotes equitable access to quality vocational pathways and integrates career education with practical, competency-based training to enhance employability and lifelong learning opportunities for all learners.

Through these functions, the Division contributes to the development of a skilled, adaptable, and productive workforce, supporting sustainable economic growth and enabling individuals to actively participate in the socio-economic development of Seychelles.

Careers Education and Innovation Section

The Careers Education and Innovation Section is responsible for advancing and modernising career education and learner transition pathways across the education system, in alignment with national workforce development priorities.

Its core functions include the design and implementation of innovative career education programmes that enhance learners’ preparedness for further education, training, and employment. The Section coordinates and strengthens work-based learning initiatives, including apprenticeships and structured work-placement programmes, in collaboration with industry partners and relevant stakeholders.

The Section also enhances the quality and accessibility of career guidance and counselling services through the use of modern tools, approaches, and resources. It provides targeted support for key transition stages, including tailored interventions for learners at critical decision points such as S3 and S5.

In addition, the Section develops and disseminates comprehensive career information resources and delivers capacity-building programmes for educators to strengthen career guidance provision within schools.

Through these functions, the Section promotes innovative, responsive, and learner-centred career education that equips individuals with the knowledge, skills, and competencies required to navigate evolving labour market demands and future career pathways.

Technical & Vocational Skills Development Section

The Technical and Vocational Skills Development Section is responsible for the design, coordination, and oversight of Technical and Vocational Education and Training (TVET) programmes, ensuring alignment with national development priorities, labour market needs, and industry standards.

Its core functions include the development and continuous review of competency-based curricula, qualifications, and training frameworks that support the delivery of high-quality, relevant, and industry-responsive skills development programmes. The Section works to ensure the effective implementation of TVET initiatives across institutions, promoting consistency, quality, and accessibility.

The Section also collaborates with relevant regulatory bodies to support the accreditation and quality assurance of TVET providers and programmes, while monitoring training delivery to ensure compliance with established standards.

In addition, it fosters strategic partnerships with industry and other stakeholders to facilitate apprenticeships, workplace learning, and continuous upskilling opportunities. The Section supports the professional development of TVET instructors and promotes the expansion and recognition of vocational pathways.

Through these functions, the Section contributes to enhancing employability, strengthening workforce readiness, and supporting the achievement of Seychelles’ strategic human resource development objectives.

Entrepreneurship & Financial Education Unit

The Entrepreneurship & Financial Education Unit is responsible for promoting entrepreneurial skills, financial literacy, and enterprise development among learners to support economic empowerment and lifelong financial capability.

Its core functions include the design, coordination, and implementation of entrepreneurship and financial education programmes across educational institutions. The Unit supports learners in developing entrepreneurial mindsets, innovation skills, financial awareness, and the ability to make informed economic decisions.

The Unit collaborates with relevant stakeholders, including industry partners, financial institutions, and entrepreneurship organisations, to provide practical learning opportunities, mentorship, and exposure to real-world business practices.

In addition, the Unit supports the integration of entrepreneurship and financial literacy within curricula and learning activities, while promoting initiatives that encourage creativity, problem-solving, self-employment, and enterprise development.

Through these functions, the Entrepreneurship & Financial Education Unit contributes to developing financially capable, innovative, and enterprising individuals who can actively participate in Seychelles’ socio-economic development.
