Resource, Procurement & Asset Management Division

The Resource, Procurement & Asset Management Division comprises three Sections:

a) Resource Planning & Asset Management Section
b) Instructional Materials Section
c) Procurement Section

Mandate

The Resource, Procurement and Asset Management Division is responsible for providing strategic leadership and oversight in the planning, procurement, and management of educational resources and physical assets across the Ministry.

Its mandate includes the systematic planning and transparent procurement of materials, equipment, and services, ensuring full compliance with national procurement regulations and standards. The Division oversees the effective lifecycle management of assets, including acquisition, utilisation, maintenance, and disposal, to ensure sustainability and optimal performance.

The Division upholds strong governance, accountability, and financial discipline, ensuring value for money and the equitable allocation of resources across all educational institutions. It also integrates resilient procurement practices with long-term asset management strategies to support operational efficiency and institutional sustainability.

Through these functions, the Division ensures that schools and administrative units are adequately resourced and supported by safe, functional, and well-maintained environments, thereby contributing to the effective delivery of quality education across Seychelles.

Resource Planning & Asset Management Section

The Resource Planning and Asset Management Section is responsible for the strategic planning, allocation, and lifecycle management of educational resources and assets across the Ministry.

Its core functions include conducting needs assessments, enrolment projections, and space planning to ensure that educational institutions are adequately resourced and optimally configured to meet current and future demands. The Section oversees the full lifecycle of assets, including acquisition, registration, utilisation, maintenance, upgrading, and disposal of furniture, equipment, and ICT hardware.

The Section also monitors the utilisation of physical spaces, including classrooms, laboratories, and specialised facilities, to enhance efficiency and support effective learning environments. It maintains accurate and up-to-date asset inventories and implements digital asset management systems to strengthen tracking, accountability, and audit processes.

In addition, the Section ensures compliance with financial regulations and asset management policies by preparing and submitting fully documented asset disposal and write-off recommendations, with appropriate justification, for review and approval by the Principal Secretary.

Through these functions, the Section ensures the efficient, transparent, and sustainable management of resources and assets in support of the Ministry’s operational and strategic objectives.

Instructional Materials Section

The Instructional Materials Section is responsible for supporting effective curriculum delivery through the provision, management, and quality assurance of instructional resources across the education system.

Its core functions include collaborating closely with curriculum and subject divisions to identify, select, and develop teaching and learning materials that are aligned with national curricula and syllabuses. The Section oversees the procurement, distribution, and stock management of textbooks, workbooks, digital resources, and learning kits, ensuring timely availability and efficient resource utilisation.

The Section also promotes the integration of digital instructional materials and e-learning platforms, ensuring technical compatibility, accessibility, and equitable distribution across all schools.

In addition, it implements rigorous evaluation processes to assess the quality, relevance, cultural appropriateness, and pedagogical effectiveness of instructional materials prior to adoption and use.

The Section provides ongoing guidance and support to schools on the effective selection and utilisation of resources, ensuring that instructional materials contribute meaningfully to teaching quality and learner outcomes.

Through these functions, the Instructional Materials Section ensures that all learners and educators have access to high-quality, relevant, and effective learning resources that support improved educational delivery.

Procurement Section

The Procurement Section is responsible for the strategic planning and execution of procurement activities for goods, services, and works, ensuring full compliance with national procurement regulations, policies, and governance frameworks.

Its core functions include managing the end-to-end procurement process, including supplier prequalification, preparation of tender documents, administration of competitive bidding processes, and contract award and management. The Section monitors contract performance to ensure adherence to agreed terms, service-level standards, and value-for-money principles.

The Section applies strategic procurement approaches, such as competitive sourcing, framework agreements, and bulk purchasing, to optimise costs, enhance efficiency, and ensure the effective use of public resources.

In addition, the Section maintains comprehensive and accurate procurement records and documentation to support transparency, accountability, and audit readiness. It also provides guidance and capacity-building support to Ministry personnel and schools through training on procurement procedures, compliance requirements, and ethical standards.

Through these functions, the Procurement Section ensures efficient, transparent, and accountable procurement practices that support the Ministry’s operational and strategic objectives.
