The Finance Division comprises two Sections:
a) Payroll Section
b) Accounts Receivable & Payable Section
The Finance Division is responsible for ensuring the integrity, accuracy, and compliance of all financial operations within the Ministry of Education and Human Resource Development, in accordance with national financial regulations and standards, including the Public Finance Management Act (PFMA).
Its mandate includes the execution and oversight of day-to-day financial transactions, the maintenance of comprehensive and accurate accounting records, and the effective management of the Ministry’s cash flow, including reconciliations and financial controls. The Division ensures that all financial activities are conducted in a transparent, accountable, and compliant manner.
The Division is also responsible for the preparation of timely financial statements, reports, and analyses to support informed decision-making and effective financial management across the Ministry. It provides technical guidance and advisory support to Departments, Divisions, and educational institutions on financial procedures, controls, and compliance requirements.
In addition, the Finance Division serves as the primary liaison with the National Treasury for matters relating to fund disbursement, budget execution, and financial reporting.
Through these functions, the Division upholds strong financial governance, accountability, and stewardship, supporting the efficient and effective delivery of the Ministry’s mandate.
The Payroll Section is responsible for the accurate, secure, and timely processing of salaries and employment-related benefits for all Ministry personnel.
Its core functions include the administration of monthly payroll operations, encompassing salaries, allowances, overtime payments, statutory deductions, and pension contributions for teaching, administrative, and support staff. The Section ensures that all payments are processed in accordance with established policies, procedures, and timelines.
The Section maintains comprehensive and confidential payroll records for all employees, ensuring data accuracy and integrity. It also utilises payroll data to support reporting and provide analytical insights for human resource management and workforce planning.
In addition, the Payroll Section ensures full compliance with public service regulations, labour legislation, and audit requirements, implementing appropriate controls and verification processes to uphold financial accuracy and accountability.
Through these functions, the Payroll Section ensures the efficient and transparent management of employee compensation, contributing to sound financial governance within the Ministry.
The Accounts Receivable and Payable Section is responsible for the effective management of the Ministry’s financial inflows and outflows, ensuring accuracy, compliance, and efficiency in all transaction processes.
Its core functions include the administration of revenue streams, such as fees, grants, rentals, reimbursements, and donor-funded resources. The Section processes receipts, monitors outstanding receivables, and maintains accurate and up-to-date financial records.
The Section also manages the processing of payments to suppliers, contractors, service providers, and project partners, ensuring that all disbursements are made in accordance with established procurement procedures, financial regulations, and authorisation protocols.
In addition, the Section conducts regular reconciliations, supports cash flow management, and prepares detailed financial reports and forecasts to inform planning and decision-making.
Through these functions, the Accounts Receivable and Payable Section safeguards financial integrity, strengthens accountability, and supports sound financial management across the Ministry.
