The Inclusive and Special Education Division comprises two specialised Sections responsible for promoting equitable access to quality education and ensuring that every learner receives the support necessary to participate, progress, and succeed within an inclusive education system.

The Inclusive and Special Education Division is responsible for providing strategic leadership, policy implementation, coordination, and quality assurance to ensure equitable access to high-quality, inclusive education for all learners, particularly those with disabilities, special educational needs, and other learning or developmental challenges.
Its core mandate is to develop and implement policies, frameworks, standards, and programmes that promote inclusive education, accessibility, equity, participation, and learner success across all levels of the education system. The Division works to strengthen the capacity of schools and educators to deliver inclusive, learner-centred, and differentiated teaching practices while fostering safe, supportive, and accessible learning environments that respond to the diverse needs of every learner.
The Division also leads the early identification, assessment, intervention, and monitoring of learners requiring additional educational support, ensuring that appropriate services, specialised interventions, and Individualised Education Plans (IEPs), where applicable, are effectively implemented. It promotes evidence-informed practice through research, monitoring, evaluation, and continuous quality improvement.
Working collaboratively with families, schools, health professionals, community organisations, and other government agencies, the Division coordinates a multidisciplinary approach to learner support that promotes educational participation, wellbeing, and positive learning outcomes.

The Special Needs Education Section is responsible for providing strategic leadership, professional guidance, and specialised support to ensure that learners with disabilities and diverse educational needs receive equitable access to quality education within inclusive learning environments.
The Section develops and implements policies, programmes, standards, and support frameworks that enable schools to provide appropriate accommodations, specialised interventions, assistive technologies, and inclusive teaching practices tailored to individual learner needs. It supports educators, specialist personnel, and school leaders through professional learning, coaching, mentoring, and technical guidance that strengthen inclusive classroom practice and educational planning.
The Section coordinates the identification, assessment, placement, and ongoing monitoring of learners requiring specialised educational support, ensuring that interventions are timely, evidence-based, and responsive to individual learning profiles. It also facilitates the development and implementation of Individualised Education Plans (IEPs) and other personalised support strategies where appropriate.
Working closely with parents, healthcare professionals, social services, community organisations, and other stakeholders, the Section promotes coordinated, multidisciplinary approaches that strengthen learner support and educational inclusion.

The Learner Support Services Section is responsible for promoting the holistic development, wellbeing, safety, and success of all learners by providing coordinated academic, social, emotional, behavioural, and psychological support services across the education system.
The Section develops and implements policies, programmes, and interventions that strengthen learner wellbeing, mental health, guidance and counselling, safeguarding, positive behaviour, and social-emotional learning. It provides targeted support for learners experiencing academic, behavioural, emotional, family, or social challenges, ensuring that appropriate interventions are delivered in a timely, coordinated, and learner-centred manner.
Working collaboratively with teachers, school leaders, parents, psychologists, counsellors, health professionals, child protection agencies, and other service providers, the Section coordinates multidisciplinary support systems that address barriers to learning and promote learner engagement, resilience, attendance, and achievement.
The Section also monitors and evaluates the effectiveness of learner support programmes, promotes evidence-informed practice, and strengthens the capacity of schools to establish safe, inclusive, nurturing, and supportive learning environments where every learner can thrive.
Through these functions, the Learner Support Services Section contributes to improving learner wellbeing, strengthening educational participation, and ensuring that all learners are supported to achieve their academic, personal, and social potential within an inclusive education system.
