Infrastructure & Facilities Services Division

The Infrastructure & Facilities Services Division comprises three Sections:

a) Maintenance Support Section
b) Health, Safety & Risk Management Section
c) IT Support Services Section

Mandate

The Infrastructure and Facilities Services Division is responsible for providing strategic leadership and oversight in the planning, development, management, and maintenance of the Ministry’s physical assets and educational infrastructure.

Its mandate includes ensuring that all educational facilities, including school buildings, learning environments, and support infrastructure, are safe, resilient, inclusive, and aligned with modern educational and pedagogical requirements. The Division oversees the full lifecycle of infrastructure development, encompassing long-term planning, design, construction, rehabilitation, and routine maintenance.

The Division also integrates sustainable practices, risk management frameworks, and future-ready design principles to enhance the functionality, durability, and environmental performance of educational facilities.

Through these functions, the Division ensures that the physical environment of the education system effectively supports high-quality teaching and learning, while promoting safe, conducive, and future-oriented learning spaces across Seychelles.

Maintenance Support Section

The Maintenance Support Section is responsible for ensuring that all educational institutions are supported by safe, modern, efficient, and well-maintained physical environments that are conducive to teaching and learning.

Its core functions include the strategic planning, development, and lifecycle management of school infrastructure. The Section formulates short-, medium-, and long-term plans for the construction, upgrading, and expansion of facilities, based on demographic trends, enrolment projections, and evolving pedagogical requirements.

The Section oversees the full project lifecycle, including design coordination, procurement processes, contractor supervision, and timeline management, ensuring that infrastructure developments are delivered to required standards and aligned with national priorities, including the provision of specialised facilities such as STEM laboratories and inclusive learning spaces.

In addition, the Section maintains a comprehensive asset inventory and implements preventive and corrective maintenance programmes to ensure the sustainability and optimal utilisation of facilities. It also promotes the modernisation of learning environments through the design of flexible, technology-enabled spaces and the integration of sustainable practices, including green building principles, resource efficiency, and the use of environmentally responsible materials.

Through these functions, the Maintenance Support Section ensures that educational infrastructure remains functional, resilient, and responsive to the needs of a modern education system.

Health, Safety & Risk Management Section

The Health, Safety and Risk Management Section is responsible for establishing and maintaining a comprehensive framework to ensure that all educational institutions operate in safe, healthy, and resilient environments.

Its core functions include the development and enforcement of national standards and guidelines for school health, safety, and risk management. The Section conducts regular inspections, audits, and risk assessments to ensure compliance with relevant regulations and to identify and mitigate potential hazards.

The Section also coordinates emergency preparedness and response mechanisms, including the development of contingency plans, the organisation of drills, and the promotion of effective crisis management practices. It oversees the implementation of health and hygiene protocols and collaborates with relevant authorities to support disease prevention and control measures.

In addition, the Section maintains a centralised risk register, implements risk mitigation strategies, and manages systems for the reporting, monitoring, and investigation of incidents. It provides training and capacity-building programmes, including first aid and safety awareness, to strengthen institutional preparedness and response capabilities.

Through these functions, the Health, Safety and Risk Management Section promotes a strong culture of safety, accountability, and continuous improvement across all educational institutions.

IT Support Services Section

The IT Support Services Section is responsible for the centralised management, maintenance, and security of the Ministry’s ICT infrastructure and digital systems, ensuring reliable and efficient technology services across all schools and administrative units.

Its core functions include maintaining network connectivity, managing servers, devices, and enterprise systems, and ensuring the continuous availability and optimal performance of ICT services. The Section provides technical guidance on the procurement and standardisation of hardware and software, ensuring cost-effectiveness, compatibility, and alignment with the needs of the education environment.

The Section delivers both frontline and advanced technical support to users, ensuring timely resolution of issues and minimisation of system downtime. It also monitors system performance, implements cybersecurity measures, manages data protection protocols, including regular backups, and ensures effective disaster recovery mechanisms are in place.

In addition, the Section enforces ICT standards and policies, maintains an up-to-date ICT asset register, and plans and coordinates system upgrades and enhancements to support evolving technological and pedagogical requirements.

Through these functions, the IT Support Services Section ensures a secure, resilient, and future-ready ICT environment that supports effective teaching, learning, and administrative operations across the education system.
