The Planning, Research & Data Management Division comprises two Sections:
a) Research, Planning & Policy Development Section
b) Institutional Data Management Section
The Planning, Research and Data Management Division serves as the Ministry’s central authority for strategic planning, policy development, research, and data governance, supporting evidence-based decision-making and system-wide performance improvement.
Its mandate includes leading the formulation, coordination, and review of national education policies, strategies, and plans in alignment with the country’s overarching development vision. The Division oversees the development and implementation of the education sector’s strategic plan, ensuring effective Planning, Monitoring, and Evaluation (PM&E) to track progress, assess impact, and inform continuous improvement.
The Division is also responsible for developing, reviewing, and harmonising Ministry-wide policies to ensure coherence, consistency, and alignment with national priorities and regulatory frameworks.
In addition, the Division provides timely, accurate, and reliable data and research-based insights to inform policy formulation, planning, and operational decision-making. It promotes the use of data analytics and research to enhance system efficiency, effectiveness, and accountability across the education sector.
Through these functions, the Division strengthens strategic coherence, supports informed governance, and contributes to the continuous improvement of education outcomes in Seychelles.
The Research, Planning and Policy Development Section is responsible for leading evidence-based policy formulation, strategic planning, and performance monitoring across the Ministry.
Its core functions include conducting rigorous research and analysis on key education issues, trends, and system performance to inform policy development and strategic decision-making. The Section leads the development, review, and harmonisation of policies in consultation with relevant stakeholders and provides technical guidance on planning, policy design, and data utilisation.
The Section coordinates all research activities within the Ministry and oversees the functioning of the Research Ethics Committee, ensuring that research is conducted in accordance with established standards and ethical guidelines.
In addition, it is responsible for supporting financial planning processes, including performance-based budgeting, and ensuring that resource allocation is aligned with strategic priorities and expected outcomes. The Section monitors the implementation of sector plans and evaluates their effectiveness using Results-Based Management (RBM) frameworks.
Through these functions, the Section promotes a culture of evidence-based planning, performance orientation, and accountability, contributing to improved policy coherence and system-wide effectiveness.
The Institutional Data Management Section is responsible for the governance, management, and utilisation of education data to support evidence-based decision-making, planning, and performance monitoring across the Ministry.
Its core functions include the administration and continuous enhancement of the Ministry’s Education Management Information System (EMIS), ensuring the systematic collection, verification, processing, and analysis of accurate and reliable education data from across the sector. The Section ensures that data is regularly updated, securely managed, and readily accessible to authorised users for operational and strategic purposes.
The Section is also responsible for the development of key performance indicators and the production of official statistical outputs, including the annual Education Statistical Booklet. It facilitates the dissemination of data and reports to national stakeholders and international organisations, ensuring compliance with reporting obligations.
In addition, the Section supports education planning processes by providing data-driven insights for resource allocation and system improvement. It works in close collaboration with the Human Resource and Administration Division to support the management and integration of the Human Resource Information System (HRIS).
Through these functions, the Institutional Data Management Section strengthens data quality, enhances system intelligence, and supports informed governance and continuous improvement across the education sector.
