The Ministry of Education in Seychelles aims to build a comprehensive, quality education system that reflects shared values, promotes holistic development, and empowers citizens to participate fully in social and economic development.

The Ministry of Education and Human Resource Development (MEHRD) serves as the Government’s principal advisor on all matters relating to education and training and as the chief steward of the national education system. Its mandate is to ensure the provision of a high-performing, inclusive, and equitable education and human resource development system spanning early childhood, primary, secondary, post-secondary, and tertiary education.
In fulfilling this mandate, the Ministry is responsible for the following core functions:
a) System Stewardship
Providing strategic leadership and maintaining a long-term, system-wide perspective on the performance, quality, relevance, and equity of education. The Ministry ensures that the education system is effectively governed and that all learners are afforded the opportunity to achieve their full potential.
b) Strategic Alignment and Policy Leadership
Developing policies, legislative and regulatory frameworks, and enabling conditions that guide educational institutions and stakeholders in delivering national education priorities while supporting broader social and economic development objectives.
c) Partnerships and Stakeholder Engagement
Fostering effective collaboration across the public sector, private sector, civil society, communities, and international partners to strengthen a coordinated, responsive, and learner-centred education ecosystem.
d) System Development and Innovation
Promoting a future-oriented, adaptive education system through continuous improvement, research, innovation, and the integration of emerging approaches and technologies to meet evolving national priorities and global developments.
Through these functions, the Ministry works across institutional and international boundaries to design, strengthen, and sustain an education system that is responsive, resilient, and capable of enabling every learner to succeed and contribute meaningfully to national development.

To realise its vision and fulfil its mandate, the Ministry of Education and Human Resource Development (MEHRD) has identified five strategic priority areas that will guide policy development, programme implementation, and resource allocation over the planning period.
Transform teaching and learning to promote values-based education, quality, inclusivity, relevance, and the holistic development and wellbeing of all learners across every level of the education system, with the aim of improving learner outcomes and lifelong success.
Strengthen leadership, governance, and accountability across the education sector to enhance strategic decision-making, institutional performance, transparency, and equitable service delivery throughout the education system.
Develop a skilled, adaptable, and future-ready workforce by strengthening education and training pathways that are responsive to labour market needs, technological advancements, and the demands of lifelong learning.
Advance digital transformation and innovation to build a future-ready, resilient, and technology-enabled education system that enhances teaching, learning, leadership, and service delivery.
Strengthen institutional infrastructure, optimise resource mobilisation, and promote the efficient, equitable, and sustainable management of educational facilities, systems, and resources to support quality education across all levels.
The Ministry’s work is guided by the following key legislative and policy instruments:
a) The Constitution of the Republic of Seychelles
Provides the supreme legal framework of the Republic and establishes the fundamental rights, freedoms, and principles that underpin education, governance, and equal access to quality education.
b) The Education Act and Related Legislation
Provides the statutory basis for the administration, regulation, governance, and continuous development of the national education system, including the roles, responsibilities, and functions of educational institutions and stakeholders.
c) Public Service Orders (PSO)
Establish the policies, standards, and procedures governing human resource management, ethics, conduct, and performance within the public service.
d) Financial Regulations
Provide the framework for sound public financial management, ensuring accountability, transparency, fiscal discipline, and value for money in the management and utilisation of public resources.
e) The National Development Strategy (NDS)
Sets out the Government’s long-term national vision, development priorities, and strategic outcomes, providing the overarching direction for the education and human resource development sectors.
f) The Education Sector Strategic Plan (ESSP)
Defines the Ministry’s medium- to long-term strategic priorities, objectives, and implementation framework for improving educational quality, equity, relevance, and system performance.
g) The Medium-Term Expenditure Strategy (MTES)
Links strategic priorities with budget planning and resource allocation, ensuring that financial resources are aligned with policy objectives and deliver measurable outcomes.
h) Cabinet Decisions and Government Circulars
Provide policy direction, administrative guidance, and implementation directives that support the effective execution of Government priorities across the education sector.
i) International and Regional Commitments
Guide the Ministry’s alignment with international and regional education frameworks and obligations, including commitments under UNESCO, the United Nations Sustainable Development Goals—particularly Sustainable Development Goal 4 (Quality Education)—and other relevant regional and global agreements.
Collectively, these legislative and policy instruments provide a coherent governance framework that ensures the Ministry’s policies, programmes, and operations are legally compliant, strategically aligned, fiscally responsible, and responsive to both national development priorities and international obligations. They also reinforce the Ministry’s commitment to delivering a high-quality, inclusive, equitable, and future-ready education system for Seychelles.
The organisational structure of the Ministry of Education and Human Resource Development (MEHRD) is designed to provide effective governance, strategic leadership, and efficient delivery of its mandate across the education and human resource development sectors. The structure promotes clear lines of accountability, coordination, and functional specialisation, enabling the Ministry to respond effectively to national priorities, emerging challenges, and the evolving needs of learners and the workforce.
The Ministry is led by the Minister’s Office, which provides overall policy direction, strategic leadership, and oversight of the education sector. Supporting the Minister are three core departments responsible for implementing the Ministry’s mandate:
a) Department of General Education and Curriculum
Responsible for the development, implementation, monitoring, and continuous improvement of the national curriculum, as well as the overall management, quality assurance, and delivery of general education across early childhood, primary, secondary, and special education.
b) Department of Human Resource Development
Responsible for post-secondary and tertiary education, technical and vocational education and training (TVET), scholarships and bursaries, workforce development, skills planning, and the promotion of lifelong learning opportunities aligned with national development priorities.
c) Department of Educational Support and Projects
Responsible for the provision of cross-cutting support services, educational infrastructure, digital transformation, project implementation, institutional planning, educational technology, school support services, and other system-wide initiatives that strengthen the delivery of quality education.
In addition to its internal organisational structure, the Ministry exercises oversight of key statutory bodies and public entities that support the regulation, quality assurance, delivery, and continuous development of education and training services:
d) Seychelles Qualifications Authority (SQA)
Established under the Seychelles Qualifications Authority Act, 2005, the Authority is responsible for the regulation, accreditation, quality assurance, and recognition of qualifications within the Seychelles Qualifications Framework.
e) Careers and Further Education Agency (CaFEA)
Established under the Careers and Further Education Agency Act, 2026, the Agency provides career guidance services, promotes lifelong learning, and facilitates access to further education and skills development opportunities.
f) Institute of Early Childhood Development (IECD)
Established under the Institute of Early Childhood Development Act, 2014, the Institute promotes the holistic development and wellbeing of young children through research, policy support, professional development, and coordination of early childhood services.
This organisational arrangement provides a coherent and integrated governance framework that strengthens policy development, regulatory oversight, strategic planning, service delivery, and institutional performance across the education sector. It enables the Ministry to effectively coordinate programmes, optimise resources, foster innovation, and continuously improve educational outcomes in support of national development goals.
